Jay DonFrancisco, a native of Putnam, Connecticut, has been employed by Howd & Ludorf, LLC since 2000. His practice focuses on the representation of municipalities and municipal employees throughout Connecticut. He represents town officials, boards of education, police, fire, and zoning officials at both the trial and appellate court levels. Mr. DonFrancisco is a graduate of Connecticut College (B.A. cum laude, 1995) and the Vermont Law School (J.D., 1999). Following graduation, Mr. DonFrancisco clerked for the State of Connecticut Judicial Branch in the Judicial District of Windham at Putnam. He is admitted to practice in the State of Connecticut and the United States District Court, District of Connecticut.

Mr. DonFrancisco has given presentations to clients on various aspects of municipal law in Connecticut. He is a member of the Windham County Bar Association. Mr. DonFrancisco’s involvement in municipal law began in law school as a summer associate for a prominent law firm in Burlington, Vermont. At that time, Mr. DonFrancisco participated in the defense of a First Amendment challenge to advertising regulations promulgated by the City of Burlington to prohibit public advertising of cigarettes. Since that time, his practice has helped define notice issues in the context of Conn. Gen. Stat. §13a-149, the highway defect statue, and the contours of governmental immunity enjoyed by municipalities and their employees.
